科威特批准成立电信监管机构

本周二，科威特国会批准成立独立的电信监管机构，此举将结束目前监管该产业的通信部门之间的利益冲突。

目前尚不清楚新的机构将会对国内网络服务提供商和三大移动运营商（扎因公司、沙特电信公司下属机构Viva and Wataniya、卡塔尔电信子公司）产生怎样的影响。

科威特是海湾阿拉伯国家中唯一一个没有电信监管机构的国家。电信监管机构的成立有体现政府实施固话私有制的计划。这个计划已经考虑了20年。

市场参与者比如网络服务提供商Qualitynet表示固定网络公有制已经让科威特在网络连接方面落后于其他的海湾国家。

根据国际商业观察，2012年7月，科威特网络连接速度仅略高于阿联酋连接速度的三分之一。因此，很多科威特居民选择网络宽带连接。

Kuwait'sparliament approved a bill to create an independent telecom regulator onTuesday, which should end a conflict of interest as the Ministry ofCommunications currently regulates the industry.

It wasnot clear though what the new regulator's powers will be or what impact itmight have on the country's four major Internet service providers or its threemobile operators, Zain , Saudi Telecom Co affiliate Viva and Wataniya, asubsidiary of Qatar'sOoredoo.

Kuwait is theonly Gulf Arab country without a telecom regulator and the creation of such abody may indicate the government will revive plans to privatise the fixednetwork, which has been under consideration for more than 20 years.

Many Kuwait residents have opted formobile broadband instead.
