In Saudi Arabia, the Saudi Railway MasterPlan (SRMP) 2010-2040 was advanced by the Saudi Railway Organization as astrategic plan for the long-term development of a future passenger and freighttransport network for the Kingdom. The USD 97 billion plan includes 19individual lines with a total length of 9,900 km to be completed over three phases. In other words, both thescope of these planned Saudi rail projects and the required investments aremassive.  Given Saudi Arabia’s vast landmassand varied geographical features as well as the plan’s ambitious deadlines andobjectives, a unique set of solutions will be required to address financial,logistical and engineering challenges that are likely to arise.

The Saudi government has already awarded contracts worth billions forthe design and construction of its rail and metro networks, to the likes of Parsons,Egis, Systra, Louis Berger, Hill International, Bechtel Corporation, Aecom,Fomento De Construcciones y Contratas, Alstom Transport, Samsung, Siemens,Ansaldo, Bombardier, Larsen & Toubro to name a few.  Numerous business opportunities are expectedto be created for the technology, rolling stock, construction and buildingmaterials sectors alike.

1-Sharedresponsibilities for transport sector development, highlighting the importance of an effectivealignment and strengthening of mandates to enhance efficiency andaccountability of the public sector

2-Publicand Private Sector Partnerships, focusing on the separation between regulatory functions and managementfunctions allowing competitive and market-oriented transport operations. Theset policy favors the implementation of a regulatory railway commission as wellas commercial and competitive rail services

3-RegionalIntegration and Participation in Global Markets, whereby the Kingdom shall build linkages withneighboring countries and with international markets to improve the investmentclimate and enable economic diversification, all-the-while ensuring the alignmentwith international practices and technical standards

4-IntegratedDevelopment and Operation of Transport Infrastructure, highlighting the importance ofintermodal integration during early planning stages, be it Road-Railwayintegration for freight transport or Railway-Urban Transit for passengertransport


The development strategy for the railway networkextension considers 19 individual lines, which are at various developmentlevels and shall be implemented over 3 stages of development:


1-First Level Projects (2010-2025) -approximate length: 5,500km

2-Second Level Projects (2026-2033) - approximatelength: 3,000km

3-Third Level Projects (2034-2040) - approximatelength: 1,400km
